It cannot be disputed that nuclear deterrence is the key strategic factor safeguarding Pakistan’s national security. May 28 is a day of pride for Pakistan and the celebration of this day refers to the acknowledgement of all the scientists’ efforts that went into making Pakistan more secure. This day is celebrated as a national day of significance that made Pakistan a member of an exclusive club of less than ten nuclear states.

In the West, Pakistan faced huge criticism, and being a Muslim state, its weapons were named ‘Islamic bombs’. On the other hand, a wave of joy and exult pulsated through the Muslim world. It is without doubt that the attainment of nuclear weapons gave the nation renewed confidence as it ensured the security of the homeland because it was now at par with the ‘enemy’.

Pakistan was long claiming that it did possess nuclear technology but did not intend to test the weapons. Initially, the country seemed to have been seeking only civilian nuclear capabilities and the civilian nuclear programme began with participation in the US Atoms for Peace initiative. We were a reluctant entrant in the nuclear weapons game.

Yet, after New Delhi’s involvement in dismembering Pakistan’s Eastern Wing and testing its nuclear weapons in 1974, Pakistan was left with literally no choice but to respond in kind and make up for the conventional arms weakness. Please make note that while India’s nuclear programme is for prestige, Pakistan’s is purely security driven. It is a right of self defence as enshrined in Article 51 of the United Nations Charter.

It was India who actually upset the balance of power and started the nuclear game in the region. These circumstances, however, prodded Pakistan to test nuclear weapons for deterrence and as an act to balance power. No country can overlook its security concerns and issues, and hence, Pakistan’s nuclear weapons serve as the guarantors of peace in the region.

Some writers have recently contented that Pakistan’s survival, in large measure, depends on economic performance, political stability, wise foreign policy, technological advancement, and in developing its civilian human resource potential rather than a nuclear prestige. However, one must keep in mind that though all these elements are essential in the stability of a nation, nuclear strength is a monumental milestone for a country in the modern world.

Nuclear weapons are not a source of Pakistan’s economic deprivation but provide it safety to take economic strides and develop. If a nuclear programme can be pursued, so can economic progress; all we need is dedication and sincerity of purpose.

Unlike what many nations think, Pakistan’s weapons are primarily “weapons of deterrence”, not prestige. The short range delivery systems being developed are meant to plug the gaps Indian planners seek to exploit. Thus, Islamabad’s full spectrum deterrence has upset Indian designs and has frustrated them.

Another rising trend amidst the political and security challenges of Pakistan is the misconception that the nuclear security here is weak. Some observers fear scenarios such as the capture of our nuclear weapons by the Taliban or a collapse of the Pakistani government resulting in the seizing of our weapons. Let me be clear that these are merely media speculations. Several US officials and other serious watchers of Pakistan’s programme have expressed “comfort” with the security of the Pakistani nuclear arsenal. In fact, it is better than many others.

In conclusion then, I believe that improving the relationship between Islamabad and New Delhi and stabilising the region is the only way to avoid the rapid growth of the nuclear arms race in the region. We will obviously stop at a point where we feel we have enough to be able to deter India but whether the same applies to India is uncertain. Without nuclear weapons, our national security interests will always be in jeopardy and this is a lofty risk which we cannot take.

    Truth be told, whether Pakistan conditionally or unconditionally decides to remain a nuclear weapon country does not have an impact on India, and neither does it serve as a worthy deterrent.
    Pakistan should consider safeguarding its people, its children from the greater enemy of an ally who kills hundreds of innocent people under the name of drone strikes. We need to start thinking outside our box and try to develop a “deterrent” for the people who actually kill thousands in Pakistan and not those who were once our own country!!
    Write articles about a deterrent against the true enemies and do not cultivate hatred in the minds of our young Pakistani youth to become future terrorists! Recommend

    A very well piece written as though the state has been able to protect its artsenal from outside threat and have enough of security paradigms. There remains no misconceptions that these weapons can fall into hands of some illegal activists. One should also not be miscalculated with the past history as we are living in 21st century and we should think of what we can do better for our future rather repenting on someones past behaviours. And also it is the right of every nation to do whatever it can for its national security when you have your enemy sitting just besides or alongwith you. Alas at last i agree with the writer that the international community now needs to think on resolving the issues between the both arch rivals instead of favouring one over the other thats the only way to prevail peace in the region.     Alright friends. I appreciate what the author says. Yet, this blog is a “Pakistan-centric” view point. I hope someone writes a blog on ET which is India-centric. Whether that or this, I must say this: 1. India’s technology might is no match for Pakistan at the moment. 2. India might survive another war between our two countries, but will Pakistan survive economically is debatable. 3. The education system in the two countries are entirely different; one on science and technology and the other on religion. 4. India never had a Homi Baba or an Abdul Kalam put on house arrest for forging or proliferating nuclear technology – India may have imported some components or technology by paying those countries, but not in the sense of proliferation! 5. It is entirely unscientific to think that these two countries are different; they have the same dressing sense, food style and everything else. The only thing that may appear different (India having more Muslim population than Pakistan now), is the religion. So, is the religion going to dictate the whole thing in future? Look at Egypt and Turkey and may be Indonesia? It is not going to. Future wars are going to be for (1) water and energy security (2) “weapons of peace” as Dr. Tessy Thomas in India famously said rather than “weapons of destruction”. If Pak’s nukes were meant for deterrence and not as instrument of power, why keep threatening to nuke a neighbor whose has a no-first-use nuclear posture? Fact is Pakistan has used nuclear cover to wage wars regular and irregular. That bluff was called in Kargil when India fought back despite Pak’s so-called deterrent. “Balance of Power” is also a piece of fiction invented by the Deep State. There can’t be any balance between a country which is seven times as large, an economy which is ten times as large.     Truth is we Indians are afraid of Pakistan’s tactical nuclear weapons and as far as accuracy is concerned we are no match against Pakistan nuclear technology. Pakistan will keep making its nuclear program irrespective of India’s program.     A very ignorant author. India developed its nuclear weapons to counter the Chinese threat after the 1962 loss. India’s conventional superiority is more than sufficient to counter Pakistan’s threat as has been evidenced throughout their short history of warfare. Nuclear weapons is a vicious threat to the entire world. Pakistan develops Nuclear weapons to counter India, India to counter China, China to counter Russia and USA, While USA and Russia to counter each other. While being a strategic deterrent, there’s a famous saying “With great power comes great responsibility”. Unfortunately in Pakistan’s case, “With great power comes even greater irresponsibility” as has been evidenced by their proliferation in black market dealings (AQ network) with rogue nations like North Korea, Libya, Iran…..etc. And also made Pakistan bold in their misadventures (Kargil, Mumbai, Parliament attack….etc) knowing well that India can’t attack Pakistan because of this. Pakistan’s establishment needs to get over their India mindset, the era of wars and taking over other countries is gone. This is now an global economic era, if you are not in it then you perish. With a huge youth population in their wings, Pakistan can offer so much to the world which would also benefit their own people. But unfortunately its ironic that India is the glue that keeps Pakistan together. The day Pakistan can no longer play the India card is the day it breaks up. For this to happen, they need to take Religion and their different sub-sects out of the equation.     Well I as an Indian really don’t care if Pakistan has Nuclear Bomb or not. It took India two year to test their bomb (1972-74). The reason/Inspiration to go for nuclear test is not Pakistan but the way one Russian submarine(armed with nuclear weapon) forced US carrier battle group in 1971. Which was sent by US to support Pakistan’s genocide in Bangladesh.

    Indian can not use nuclear weapons on Pakistan for the simple reason apart from moral obligation, is that the effect will carry into Indian territory. This is common sense. I am sure Pakistan knows that so Author’s logic behind Pakistan’s nuclear ambition is ridiculous.     In his defense of Pakistan’s nuclear weapons the writer has erred on several counts – and missed one major point.

    First, they confer no military advantage, as Pakistan found in Kargil
    Second, they provide no worthwhile deterrence – a bankrupt and unproductive country is already deterrence enough for any invader.
    Third, they confer no prestige even in Islamic countries, as is daily evident.

    In all his jingoistic dancing, however, the writer has missed a major point viz. the economic potential of the nuclear bombs. Pakistan is reputed to have one hundred of them, give or take. If it talks to serious buyers such as the US, UK, France, Germany, etc. each should fetch, with some clever negotiating, $1b apiece. That is $100b right there! Goodbye India, Goodbye Complexes, Hello World!

    Now imagine the same nuclear bombs in the hands of the Taliban, as they must end up eventually. The illiterate louts won’t get a fourth of the money in exchange, and will waste half of that on roadside bombs and AK-47’s before they learn how to open Swiss bank accounts!

    In his haste to meet a deadline, possibly, the author has failed to fully develop the subject. I urge him to speedily make amends, and write further pieces so as to keep us entertained with his scholarship.Recommend

    India always tries to disturb the balance of power equation and wants to overshadow the concept of deterrence. India’s huge military spending can simply lead to an only conclusion that India do not want peace in the region. Pakistani nukes are only meant for the peaceful purposes. Being an emerging ‘Economic Power’ India starts presuming that India can afford another war. No way! India has so many other challenges to deal with like inflation, environmental issues, religious fundamentalism, corruption etc. So India should pay more attention on these issues and less attention on criticizing Pakistan and its nuclear program.

Nuclear weapon would never be used by Pakistani arm force, reason being is they will cease to exist. Generals need to read up on “MAD” concept. Pakistan need to give up on their India obsession if they want to progress, rather than having a bloated defense budget, they need to spend huge chunk of federal budget on education and health care.     The former Soviet Union collapsed in a heap having all kinds of weapons including Nuclear ones at its command. Nuclear Arms therefore cannot save any nation from its own actions. Nuclear blackmail too cannot prevent a conflict once it becomes inevitable because one can bluff once, twice, thrice, before the bluff is called one day. Nuclear Arms are like a millstone round the neck that can give psychological satisfaction to a people that they are safe, at a very stiff price though. The Placebo effect !Recommend

In other words, Indian nuclear safety can be compromised for Rs. 500 only. Indian Comptroller and Auditor General have also confirmed the auditor’s report and warned a Fukushima or Chernobyl-like disaster, if the nuclear safety issue is not addressed by the government.Recommend

    Whilst its true that Pakistan has acquired to punch above its weight, in longer terms such acts are dangerous to the self. Let me explain…

    Big toys belong to big boys: North Korea too has nukes, but has no future until it get rids of them. The West and the world in general abhors any power which isn’t Democratic, peaceful and small but aspires to have such dangerous nuclear technology.

    Pakistan fits the bill on ALL accounts. In fact, on the failed nation index, Pakistan ranks high above North Korea. Pakistan escaped from sanctions due to 9/11 and the resulting war in Afghanistan, which created a dependency on Pakistan for the supply routes.

    But, that dependency will cease to exist in 2014. Pakistan goes back to being, like North Korea, a power which is unstable, poor, undemocratic(Democracy, without civilian supremacy is not a real Democracy. So do many people around the world).

    Israel is small too, but is a) Democratic, b) stable, and, c) has the support of NATO countries, who form about 60% of world GDP. Thus, it has not meet a fate similar to that of North Korea. Not to mention by not testing its nukes, it can claim plausible deniability, which the genius of Nawas Sharif and, I think, Musharaff, robbed Pakistan off..

    India on the other hand is everything Pakistan and North Korea are not: Big, powerful, is Democratic, peaceful, is perfectly happy with its geography and history; basically, at peace with the world. Hence, the world accorded it a nuclear deal and invited it into the Big Boys club.

    That can never happen with Pakistan, but big egos are more hard to soothe.

    Once 2014 arrives and the dependence on supply routes for NATO ends, you will see the world will become a more hostile place for Pakistan.

    The amazing thing is you don’t have to declare war to hurt someone, sanctions will do very well. Iran, with all its Oil, is struggling. North Korea has to import food from the UN to feed its hungry. Pakistan will be much easier to sanction.

    You see my man, this attitude of comparing one-self to India should be done on all spheres, not just one. Recommend

    You won’t find as many Pakistanis on an Indian news site than you will find Indians on a Pakistani news site, it’s gotten really irritating .

    The only reason Pakistan has nukes is because India has them too, and India is an existential to Pakistan, they’ve never considered Pakistan a sovereign state, India is kinda like a vulture waiting for the moment Pakistan becomes deceased and then preying on it.

    Just look at old statements by Nehru, India’s first Prime Minister, he said many times in the 50s and 60s about the reunification of the subcontinent.

    People in Pakistan barely talk about partition because we’ve moved on, but partition seems to be India’s favorite subject,

    Nope,you aren’t aware that Pakistan is a gateway to the Central Asian Republics, those countries are rich in hydrocarbons and they are landlocked, Pakistan is there only way to export their hydrocarbons(unless they like Iran more, which is unlikely).
    Pakistan home Gwadar port which is the probably one of the deepest open sea ports in the world, and a lot of the CAR oil trade is gonna go through Gwadar, so Pakistan has a lot of leverage.

    Recently according to the US Energy Information Administration, Pakistan is home to the world’s 9th largest shale oil reserves(more so than Canada), so Pakistan is not going to be “insignificant” post 2014.

    700 million Indians live below the poverty line and over 500 million don’t have access to toilets, so in my opinion Pakistan will be better off than India in the long run, once we get stable.

    India’s Defence Budget as a part of its Economy should be in the same Proportions as Pakistan’s Defence Budget is a part of Pakistan’s Economy.

    Thus since India’s Economy is about Nine Times Pakistan’s Economy so India should raise its Defence Budget to Nine Times US$ 10 Billion i.e. US$ 90 Million.

    Then India and Pakistan will be on Equal Terms!

    Pakistan is NOT a Democracy. In a proper Democracy, a civilian Govt completing its term will not happen for the first time AFTER 66 years!! In a proper Democracy, the Intelligence setup and Military report to the Civilians, not the other way around(I know you will say this time its different, lets see if Shariff can bring even the ISI under the civilian control, which Zardari had tried and failed. I bet Shariff won’t even try that move!).

    Free market has nothing to do with it. Its all about Democracy, the size of the nation and its Economy, accounts on which Pakistan fails miserably.
